You may be required to make State Estimated Payments if you have:
- income that is not subject to state withholding,
- wages with insufficient withholding taxes, or
- income with tax expected to be more than the state allows
Each state has different amounts before you are required to pay state estimated tax on the income. If you do not make state estimated payments, you may be subject to interest and penalties for not paying the quarterly tax payments.

States with special instructions:
- Hawaii- You may owe the penalty for 2023 if the total of your withholding and timely estimated tax payments did not equal at least the smaller of: 1. 60% of your 2023 tax, or 2. 100% of the tax shown on your 2022 tax return.
- Louisiana- Taxpayers must make a declaration of estimated income tax and pay estimated tax payments if their estimated Louisiana income tax after credits and taxes withheld is expected to exceed $1,000 for single filers and $2,000 for joint filers as required by Revised Statute 47:116.
- New Jersey- Your total tax is more than $400 (after subtracting withholdings and other credits); and you did not pay (by withholdings or estimated payments) at least 80% of your tax liability during the year.
- Pennsylvania- You are subject to this penalty if: 1. You received more than $8,000 of taxable income that was not subject to PA withholding; 2. Your credits from Lines 17, 21, 22 and 23 do not offset the tax due on the income from item 1; and 3. You failed to make timely estimated tax installment payments to cover the difference between items 1 and 2, if any.
- Utah- Utah does not require quarterly estimated tax payments. You may receive a penalty for not filing your return on time and for not paying any tax due on time. The penalties are a percentage of the unpaid tax, based on the number of days late. You can prepay at any time either online or by mail.
- Virginia- You must make estimated tax payments or have additional income tax withheld if you are required to file a tax return, and if your Virginia tax liability is expected to be more than $150 after subtracting income tax withheld and any allowable credits.
