Can I Itemize on my Missouri return if I claimed the standard deduction on the federal return?

No, if you claimed the standard deduction on your federal return, you cannot itemize your deductions on the Missouri return. 

However, if you itemized on your Federal return, you may take the standard deduction on the state return. The program will automatically select the higher deduction.
