According to the California instructions:
A California Resident is a person that lived in California permanently for the full year. The individual may have spent time outside of California on a temporary basis.
A California Nonresident is any individual that is not a resident.
A California Part-Year Resident is an individual that is a resident for part of the year and a nonresident for part of the year.
If one spouse is a resident and the other is not and a joint federal return was filed, you should file a joint nonresident California return.
Since California is a community property state, if one spouse has California source income, both spouses will have California source income.
